I figured it out, I’m not sure if this is due to the suggestion from IngeniousRocks but I switched to ProtonGE 10, deleted the compat directory for RDR2 and tried again and it finally worked!

If you use AMD, the performance overlay on windows shows whether framegen is active or not.

you need to adjust your store content settings to hide these games. Adult games are hidden by default so you must have enabled it. You can filter out adult games and not see these things.
