My first thought was “oh, I wonder what new performance enhancing drug has been discovered”
Or “did they give up on testing all together”?
And “did they learn to hide it well”?
So the dopers got so good that they didn’t find it? Or did they just forget to test the Russians?

Yes and no. They participated as athletes without Russian flag or anthem, although the were an official Russian team at the Paralympics, IIRC. The IOC is anything but consequent.

I wonder what would happen if everybody failed the doping tests. Would they cancel the Olympics or would they have a special doped out Olympics instead?

While I don’t have much trust in WADA, they are ostensibly still testing for banned substances.
