No, that’s not quite right.
“Bis dann.” translates to “Until then [when we meet again].”.
“Bis später.” would be “Until later.”.And if someone says “Bis später.”, I do expect to meet them again on that day.
And the formal „Auf Wiedersehen“ (literally “to our next time seeing each other”) with no answer expected, either.

The (south) German stance is: Why talk at all if we don’t commit to a meeting or why ask how are you if you don’t want an honest answer. It’s not better or worse, just a cultural difference.
