This should be related to the Bosnian war, that happened 30 years ago. The 30th anniversary of Srebrenica massacre will be in this month, as it happened between July 11 and 31 in 1995
The guy on the left is Ratko Mladic, leader of the bosnian serb army, currently he is serving his life sentence in the Hague

If you want to see good movies about the conflict, No Man’s Land is a very good very dark comedy by a bosnian director. Scream for me Sarajevo is a documentary about an Iron Maiden concert held in Sarajevo during the siege
