so my now made up rule is for animals merged like this the first animal is the modifier and the second is the base.
therefore it is a chicken with a buffalo look, not a buffalo with a chicken look.

You’re overthinking it. Think of the food buffalo chicken and which animal would make this. It’s still the same outcome, but if the food was called chicken buffalo for some reason then it’d still be the top.
I have no rational argument, but it feels like buffalo chicken is the top one. The bottom is a chicken buffalo.
