I don’t fundamentally disagree with the principle, but it’s easier to police malignant behavior if nudity is confined to limited social spaces (eg. beaches, gyms, saunas, ect…)
Otherwise you give creepos the ability to ruin random public spaces randomly with very little enforcement potential - but I guess it depends on what of the two restricted scenarios is the lesser evil.

Nudity alone - without the intent to shock or arouse - shouldn’t be taboo, criminal, or censored.
