They literally test it by parking children in front of it and optimising for the least amount of time spent looking away from the screen. The only reference I have for it is the Pupa saying it a bunch in Solar Opposites.
I do love how they handled kicking Justin Roland off the show. Way better than Rick and Morty handled it.
