There’s a difference between driving fast and being ready to move when an opportunity appears. It mainly comes down to watching traffic far enough down the road so you anticipate where the gap will be. That then allows you to smoothly merge into it.

It’s so dangerous when the passenger tries to pressure the driver to go. If they thought it was safe they would have gone. If they decide to listen to the passenger instead of their own judgement, they are way more likely to get into an accident. Even if the advice itself is good they might take too long to process it or misunderstand. Like “Take a right, now!” then they drive up onto the curb ten feet before the turn.
Also, if the driver is making mistakes out of nervousness, yelling at them makes it worse every time. My passenger yells anything they can walk the rest of the way.

They aren’t all delayed, there are a few lights in my city that go green as soon as the other one goes red.
That’s what happens when you have massive wealth inequality and fixed-price fines. You have to set the fine high enough to deter most people from misbehaving, but that amount of fine could saddle some people with literal years of debt for running a red light and they act irrationally as a result.

There’s a lady that goes 30km under the speed limit on the highway during rush hour. In front of her clear traffic, behind her, grid lock.

What’s the range allowed? There are plenty of places with minimums, but many have such a wide window that they may as well not bother.
Driving to the conditions is also vague. Some people feel safe driving near the limit in snow, some think you have to go 40 under. Now that also depends on if you have snow tires or not too. If you don’t, you shouldn’t be trying to reach the limit unless the road is clear and dry. But even traction is reduced once it gets near freezing regardless.
In the end, it’s a judgment call, and pulling the person over is only ever going to make the situation worse. They won’t suddenly start going faster or find a different route the next day.
Highway is 100-110, and slow moving I think is 40km/h under the limit. No slow moving or bikes allowed on the highway in the city.

Also, snow, plenty of reasons to only go 40km/h in some conditions, going under the limit is illegal only when you’re truly limiting traffic, and that’s always a judgment call.

Going under is just as illegal as going over.
It’s a speed limit, as in “go no faster than this.” Speed minimums are a different law. On surface streets speeding doesn’t even save you any time because of traffic lights. You might get a cycle or two ahead, but you still end up waiting at a light with everyone else.
There’s also speed minimums in most country’s.

This might be true in a lot of places, but let me introduce a counterpoint: Los Angeles.
We invented freeways, and I’m convinced we’ve perfected shitty traffic. Get on the 405 anytime between 6a and 10p? Gridlock, everyone is going below the speed limit. Get on basically any of our other freeways at rush hour? Yeah, that’s going to be us doing our best impression of NASCAR, driving bumper to bumper at least 10 over the speed limit.
It’s so well known that it’s a meme at this point. Every holiday season there’s a bunch of posts on social media about visitors needing to get with the program. My favorite this year was the “stay the fuck away from the left lane” guy.
Is it safe? Probably not. Is it reality in LA? Absolutely.
