Could be plated copper, unless you have better information - I’ve seen similar components in breaker panels and the like that are plated copper (plated because raw copper likes to corrode and get ugly looking).
I have just worked with aluminum pieces in a machine shop enough to spot em. I would be shocked if they were plated copper and not just aluminum.
Not that it applies here, but hypothetically… one might choose silver for better conductivity and lower heat in high current applications.
